The collection includes personal and business correspondence of Hay during his term as governor, 1909-1913. The papers include incoming and outgoing letters, memos, speeches, reports, and scrapbooks of clippings and ephemera. Included is material related to the conservation policies of the Ballinger-Pinchot controversy. Private business papers include correspondence and records of the National Real Estate Company and the Big Bend Land Company, 1909-1916.

Marion Hay came to Davenport, Wash. in 1888 and established a mercantile business. In 1889 he moved to Wilbur, Wash. and opened the M.E. & E.T. Hay Department Store. Hay was mayor of Wilbur and chairman of the Lincoln County Republican Central Committee, 1898-1902. In 1908 he was elected lieutenant governor of Washington, and after Governor Cosgrove's resignation because of ill health, Hay became governor in 1909.
